The College of Nursing will introduce the first online PhD program at Rutgers, The State University of New Jersey, in fall 2006.
Rutgers College of Nursing developed the online program to attract doctoral candidates who are interested in enrolling in the nursing PhD program but can't attend a traditional classroom setting because of family and work demands, according to Wendy Nehring, associate dean for academic affairs.
"Over the past several years potential candidates were interested in enrolling in our PhD nursing program but found it difficult to come to the Newark campus for the course work," said Nehring, who is also director of the graduate program and associate professor. "Many of them wanted an online PhD program and we are responding to demand."
The only time doctoral students are required to come to the Newark campus will be for two weeks in August as a summer residency for the first three years, Nehring said. During the first year the online program software will be installed in the doctoral students' laptops. They will also be taught how to navigate the online courses and access Rutgers University resources such as email and the library during the two week session, besides learning about the program and beginning their course work.
From its headquarters at Rutgers Newark, Rutgers College of Nursing offers a broad range of academic programs on all three Rutgers campuses. The college offers a master's program with unique practitioner specialties and the only doctoral (PhD) nursing degree in New Jersey.

เงื่อนไขของรายวิชา : ผ่านการเรียนทุกรายวิชาในหมวดวิชาบังคับ และได้รับความเห็นชอบ จากคณะกรรมการบริหารหลักสูตรปรัชญาดุษฎีบัณฑิต สาขาวิชาบริหารการศึกษา บัณฑิตวิทยาลัย มหาวิทยาลัยศรีปทุม การศึกษาค้นคว้าวิจัยที่แสดงถึงสมรรถนะในด้านความรู้ ความสามารถ ความคิดริเริ่ม อันจะนำไปสู่องค์ความรู้ใหม่ในการบริหารการศึกษาที่สามารถนำไปประยุกต์ในการพัฒนาหรือแก้ปัญหาเกี่ยวกับการบริหารการศึกษาได้จริง
ผลงานการวิจัยจะต้องได้รับการตีพิมพ์และเผยแพร่ในวารสารทางวิชาการหรือสิ่งตีพิมพ์ทางวิชาการที่เป็นที่ยอมรับในวงการศึกษา

เงื่อนไขของรายวิชา : ผ่านการเรียนทุกรายวิชาในหมวดวิชาบังคับ และได้รับความเห็นชอบ จากคณะกรรมการบริหารหลักสูตรปรัชญาดุษฎีบัณฑิต สาขาวิชาบริหารการศึกษา บัณฑิตวิทยาลัย มหาวิทยาลัยศรีปทุม การศึกษาค้นคว้าวิจัยที่แสดงถึงสมรรถนะในด้านความรู้ ความสามารถ ความคิดริเริ่ม อันจะนำไปสู่องค์ความรู้ใหม่ในการบริหารการศึกษาที่สามารถนำไปประยุกต์ในการพัฒนาหรือแก้ปัญหาเกี่ยวกับการบริหารการศึกษาได้จริง
ผลงานการวิจัยจะต้องได้รับการตีพิมพ์และเผยแพร่ในวารสารทางวิชาการหรือสิ่งตีพิมพ์ทางวิชาการที่เป็นที่ยอมรับในวงการศึกษา
ในการลงทะเบียนเพื่อจัดทำดุษฎีนิพนธ์จะแบ่งออกเป็น 6 ขั้น คือ

กำหนดการเปิดสอนกำหนดการเปิดสอนเปิดดำเนินการสอนตั้งแต่ภาคเรียนที่ 1ปีการศึกษา 2545 เป็นต้นมา
คุณสมบัติของผู้สมัคร
1.ผู้สำเร็จการศึกษาระดับปริญญาโท ในสาขาวิชาที่เกี่ยวข้องจากสถาบันอุดมศึกษาที่ทบวงมหาวิทยาลัยรับรองและมหาวิทยาลัยรามคำแหงให้ความเชื่อถือภายใต้เงื่อนไขอย่างใดอย่างหนึ่ง ดังต่อไปนี้
(1) ปริญญาตรีตรงสาขาและปริญญาโทตรงสาขา เคยทำวิทยานิพนธ์ปริญญาโทมาก่อน
(2) ปริญญาตรีตรงสาขาและปริญญาโทตรงสาขา ไม่เคยทำวิทยานิพนธ์ปริญญาโทมาก่อน
(3) ปริญญาตรีไม่ตรงสาขาแต่ปริญญาโทตรงสาขาและเคยทำวิทยานิพนธ์
(4) สาขาวิชาที่มีความหลากหลาย เช่น สังคมวิทยาพิจารณาจากพื้นฐานการศึกษาและหัวข้อดุษฎีนิพนธ์ที่ผู้สมัครสนใจเข้าศึกษา
(5) คุณสมบัติพิเศษอื่นที่คณะกรรมการบริหารให้ความเห็นชอบ ตามหลักเกณฑ์ที่คณะกรรมการกำหนด
หมายเหตุ: สำหรับสาขาวิชานิติศาสตร์จะรับตามเงื่อนไข (1) และ (2)
หลักเกณฑ์การคัดเลือกเข้าศึกษา
การคัดเลือกนักศึกษาใช้การประเมิน
(1) ศักยภาพจากใบสมัคร
(2) ข้อเสนอดุษฎีนิพนธ์เบื้องต้น
(3) การสัมภาษณ์ และ
(4) จดหมายแนะนำโดยเฉพาะอย่างยิ่งจากอาจารย์ที่ปรึกษาวิทยานิพนธ์หรือสาระนิพนธ์ระดับปริญญาโทหรืออาจารย์ที่ปรึกษา
ระบบการจัดการและการคิดหน่วยกิต
สำหรับระบบการจัดการหลักสูตร ใช้ระบบทวิภาค โดยหนึ่งปีการศึกษา แบ่งออกเป็น 2 ภาคการศึกษาปกติ หนึ่งภาคการศึกษาปกติ มีระยะเวลาการศึกษา ไม่น้อยกว่า 15 สัปดาห์ การคิดค่าหน่วยกิต คิดตามลักษณะของการเรียนการสอน ดังต่อไปนี้
(1) รายวิชาภาคทฤษฎีที่ใช้เวลาบรรยาย หรืออภิปรายปัญหา ไม่น้อยกว่า 15 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(2) รายวิชาภาคปฏิบัติ ที่ใช้เวลาฝึก หรือทดลองไม่น้อยกว่า 30 ชั่วโมง ต่อภาคการศึกษาปกติให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(3) การฝึกงาน หรือการฝึกภาคสนาม ที่ใช้เวลาฝึกไม่น้อยกว่า 45 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(4) การค้นคว้าอิสระ ที่ใช้เวลาศึกษาค้นคว้า ไม่น้อยกว่า 45 ชั่วโมง ต่อภาคการศึกษาปกติให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(5) ดุษฎีนิพนธ์ ที่ใช้เวลาศึกษาค้นคว้า ไม่น้อย 45 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
ระยะเวลาการศึกษา
ส่วนผู้ที่สำเร็จปริญญาโท แล้วเข้าศึกษาต่อ ในระดับปริญญาเอก ให้ใช้เวลา 2-5 ปีการศึกษา อย่างมากไม่เกิน 5 ปีการศึกษา
การลงทะเบียนเรียน
ให้ลงทะเบียนได้ไม่เกิน 15 หน่วยกิต ในแต่ละภาคการศึกษา หากมีเหตุผล และความจำเป็นพิเศษ คณะกรรมการอำนวยการหลักสูตร อาจพิจารณาให้มีการลงทะเบียนเรียนที่มีจำนวนหน่วยกิตแตกต่างไปจากเกณฑ์ข้างต้น แต่ทั้งนี้ ต้องไม่กระทบต่อคุณภารและมาตรฐานการศึกษา

หลักสูตรปรัชญาดุษฎีบัณฑิตทางสังคมศาสตร์ ได้พัฒนาขึ้นมาเนื่องจากความต้องการทางด้านการศึกษาในระดับสูงมีมากขึ้นตามความเจริญเติบโตและความก้าวหน้าทางด้านเศรษฐกิจและสังคมของประเทศ การขยายตัวของการศึกษาระดับปริญญาตรีและปริญญาโท ไม่สอดคล้องกับอุปทานของผู้สอนในระดับปริญญาตรีและปริญญาโท นอกจากนั้น ในการพัฒนาเศรษฐกิจและสังคมของประเทศจำเป็นจะต้องมี “การพัฒนานักวิชาการและนักวิชาชีพที่มีความรู้ความสามารถระดับสูงในสาขาวิชาต่าง ๆ เพื่อให้สามารถบุกเบิกแสดงหาความรู้ใหม่ได้อย่างมีอิสระ รวมทั้งมีความสามารถในการสร้างสรรค์จรรโลงความก้าวหน้าทางวิชาการได้อย่างจริงจัง” (ประกาศทบวงมหาวิทยาลัย เรื่องเกณฑ์มาตรฐาน หลักสูตรระดับบัณฑิตศึกษา ลงวันที่ 7 กรกฎาคม พ.ศ. 2542) มหาวิทยาลัยรามคำแหงซื่งเป็นสถาบันอุดมศึกษาของรัฐจึงได้ดำเนินการที่จะตอบสนองความต้องการของประเทศอย่างมีประสิทธิภาพบนหลักของการประกันคุณภาพทางวิชาการ โดยเป็นการศึกษาค้นคว้า ด้วยวิธีวิจัย รวมทั้งการให้ความสำคัญกับการใช้เทคโนโลยีที่ทันสมัยในการศึกษาค้นคว้า และระบบการบริหารการจัดการที่มีประสิทธิภาพ
ปรัชญา
การศึกษาที่มุ่งเน้นการพัฒนาองค์ความรู้ใหม่ ทางด้านสังคมศาสตร์ เพื่อพัฒนาและเสริมสร้างความทัสมัยทางวิชาการให้แก่วงการวิชาการให้แก่กำลังคนระดับสูง เพื่อตอบสนองต่อการเปลี่ยนแปลงทางเศรษฐกิจ สังคมและการเมืองประเทศ ทั้งในปัจจุบันและอนาคต
วัตถุประสงค์ของหลักสูตร
(1) เพื่อผลิตดุษฎีบัณฑิตที่รอบรู้ในวิทยาการสาขาที่ตนศึกษาอยู่ สามารถทำการศึกษาค้นคว้า วิจัย แสวงหาแนวทางและแนวคิดใหม่ได้อย่างมีอิสระ ตลอดจนสามารถสร้างสรรค์จรรดลงความก้าวหน้าทางวิชาการได้อย่างต่อเนื่อง
(2) เพื่อผลิตผลการศึกษาและวิจัยที่มีคุณค่าทางวิชาการ และมีประโยชน์อย่างแท้จริงต่อการนำไปใช้ในการพัฒนาเศรษฐกิจ สังคม และการเมืองของประเทศที่เกี่ยวข้องโดยตรงตามสาขาวิชาการของการศึกษา

รายละเอียด : การวัดผลและการประเมินผลของดุษฎีนิพนธ์
1) คณะกรรมการสอบดุษฎีนิพนธ์ต้องประกอบด้วย ผู้ทรงคุณวุฒิจากภายในและภายนอกมหาวิทยาลัยโดยผู้ทรงคุณวุฒิจากภายนอกต้องมากกว่าผู้ทรงคุณวุฒิจากภายในอย่างน้อย 1 คน และมาจากองค์กร/หน่วยงานที่เกี่ยวข้องกับสาระของดุษฎีนิพนธ์นั้น ๆ
2) การประเมินคุณค่าดุษฎีนิพนธ์ทำโดยระบบคณะกรรมการร่วมระหว่าง
(2.1) คณะกรรมการสอบดุษฎีนิพนธ์
(2.2) ผู้แทนคณะกรรมการที่ปรึกษาดุษฎีนิพนธ์และ
(2.3) คณะกรรมการบริหารหลักสูตรปรัชญาดุษฎีบัณฑิต ซึ่งต้องมีมติเป็นเอกฉันท์ในผลของ การประเมินคุณค่าของดุษฎีนิพนธ์ ซึ่งแบ่งออกเป็น 3 ระดับ ดังต่อไปนี้
(2.3.1) ดีเด่น
(2.3.2) ดี
(2.3.3) ผ่าน
คุณสมบัติและหลักเกณฑ์ของดุษฎีนิพนธ์ดีเด่น และดี ให้เป็นไปตามมาตรฐานที่คณะกรรมการบริหารหลักสูตรกำหนดไว้
การวัดผลและประเมินผลของการเรียนรายวิชา
ใช้อักษรระดับคะแนน (Letter Grade) ดังนี้

I การวัดผลไม่สมบูรณ์
เกณฑ์การสำเร็จการศึกษา
นักศึกษาจะต้องปฏิบัติดังนี้
หลักสูตรแบบ 1
(1) สอบผ่านภาษาอังกฤษ หรือสถิติ หรือคอมพิวเตอร์ ตามหลักเกณฑ์ และเงื่อนไขที่มหาวิทยาลัยกำหนด
(2) ผ่านการสอบประเมินคุณสมบัติ (Qualifying Examination) เพื่อเป็นผู้มีสิทธิขอทำดุษฎีนิพนธ์
(3) เสนอดุษฎีนิพนธ์
(4) สอบผ่านการสอบปากเปล่าป้องกันดุษฎีนิพนธ์ โดยคณะกรรมการ ซึ่งจะต้องประกอบด้วยผู้ทรงคุณวุฒิจากภายใน และ ภายนอกมหาวิทยาลัย
(5) ผลงานดุษฎีนิพนธ์ ต้องผ่านการเสนิต่อที่ประชุมสัมมนาทางวิชาการ และได้รับการตีพิมพ์ หรืออย่างน้อยดำเนิการให้ผลงานหรือส่วนหนึ่งของผลงานได้รับการยอมรับให้ตีพิมพ์ในวารสารหรือสิ่งพิมพ์ทางวิชาการ ซึ่งเป็นที่ยอมรับในสาขาวิชานั้น จึงจะถือว่าสำเร็จการศึกษา
หลักสูตรแบบ 2
(1) ศึกษารายวิชาครบถ้วนตามที่กำหนดในหลักสูตร โดยต้องได้แต้มระดับคะแนนเฉลี่ยไม่ต่ำกว่า 3.00 จากระบบ 4 แต้มระบบคะแนนหรือเทียบเท่า
(2) สอบผ่านภาษาอังกฤษ หรือสถิติ หรือคอมพิวเตอร์ ตามหลักเกณฑ์และเงื่อนไขที่มหาวิทยาลัยกำหนด
(3) ผ่านการสอบประเมินคุณสมบัติ (Qualifying Examination) เพื่อเป็นผู้มีสิทธิขอทำดุษฎีนิพนธ์
(4) เสนอดุษฎีนิพนธ์
(5) สอบผ่านการสอบปากเปล่าป้องกันดุษฎีนิพนธ์ โดยคณะกรรมการ ซึ่งจะต้องประกอบด้วยผู้ทรงคุณวุฒิจากภายในและตายนอกมหาวิทยาลัย
(6) ผลงานดุษฎีนิพนธ์ต้องผ่านการเสนอต่อที่ประชุมสัมมนาทางวิชาการ และได้รับการตีพิมพ์หรืออย่างน้อยดำเนินการให้ผลงานหรือส่วนของผลงานได้รับการยอมรับให้ตีพิมพ์ในวารสารหรือสิ่งพิมพ์ทางวิชาการ ซึ่งเป็นที่ยอมรับในสาขาวิชานั้นก่อน จึงจะถือว่าสำเร็จการศึกษา

รายละเอียด : การเปิดหลักสูตรระดับปรัชญาดุษฎีบัณฑิต มีอาจารย์ประจำทั้งในด้านจำนวนและคุณสมบัติตามเกณฑ์มาตรฐานหลักสูตรระดับบัณฑิตศึกษา พ.ศ. 2542 ที่ทบวงมหาวิทยาลัยได้ประกาศใช้กล่าวคือ
(1) อาจารย์ผู้สอน ต้องเป็นผู้ได้รับปริญญาเอกในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน มีประสบการณ์ด้านการสอนและมีผลงานวิจัย (ผลงานทางวิชาการที่แสดงการศึกษาค้นคว้าในสาขาวิชานั้น) ที่เพิ่มเติมจากงานวิจัยที่เป็นส่วนหนึ่งของการศึกษาเพื่อปริญญา หรือเป็นผู้ดำรงตำแหน่งทางวิชาการไม่ต่ำกว่ารองศาสตราจารย์ หรือเป็นผู้เชี่ยวชาญเฉพาะเรื่องในกรณีที่ไม่สังกัดสถาบันอุดมศึกษา
(2) อาจารย์ผู้สอบดุษฎีนิพนธ์ ต้องประกอบด้วยอาจารย์ประจำและผู้ทรงคุณวุฒิภายนอกอาจารย์ประจำต้องเป็นผู้ได้รับปริญญาเอกหรือเป็นผู้ดำรงตำแหน่งทางวิชาการ ไม่ต่ำกว่ารองศาสตราจารย์ในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน ผู้ทรงคุณวุฒิภายนอกสถาบันต้องเป็นผู้ได้รับปริญญาเอกหรือเป็นผู้ดำรงตำแหน่งทางวิชาการไม่ต่ำกว่ารองศาสตราจารย์ในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน หรือเป็นผู้เชี่ยวชาญเฉพาะเรื่องในกรณีที่ไม่สังกัดสถาบันอุดมศึกษา ทั้งนี้ อาจารย์ผู้สอบดุษฎีนิพนธ์ต้องมีความรู้ในเนื้อหาและวิธีการสอบดุษฎีนิพนธ์
ภาระงานที่ปรึกษาดุษฎีนิพนธ์และการค้นคว้าอิสระ
(1) อาจารย์ประจำหนึ่งคนให้เป็นอาจารย์ที่ปรึกษาดุษฎีนิพนธ์ของนักศึกษาปริญญาเอกได้ไม่เกิน 5 คน หรือเป็นอาจารย์ที่ปรึกษาการค้นคว้าอิสระของนกศึกษาปริญญาโท ได้ไม่เกิน 15 คน หากเป็นอาจารย์ที่ปรึกษาทั้งดุษฎีนิพนธ์และการค้นคว้าอิสระให้คิดสัดส่วนจำนวนนักศึกษาที่ทำดุษฎีนิพนธ์ปริญญาเอก 1 คน เทียบได้กับจำนวนนักศึกษาที่ค้นคว้าอิสระ 3 คน ทั้งนี้ ให้นับรวมนักศึกษาที่ยังไม่สำเร็จการศึกษาทั้งหมดในเวลาเดียวกัน
(2) อาจารย์ผู้รับผิดชอบหลักสูตรต้องทำหน้าที่อาจารย์ที่ปรึกษาดุษฎีนิพนธ์ และ/หรืออาจารย์ผู้สอบดุษฎีนิพนธ์ และ/หรืออาจารย์ผู้สอนในหลักสูตรนั้นด้วย

ห้องบรรยายตามสาขาวิชาในอาคารเรียนที่มหาวิทยาลัยรามคำแหง จัดหาให้
ห้องสมุด
ห้องสมุดเพื่อการศึกษาค้นคว้าและวิจัย สำนักหอสมุดกลางของมหาวิทยาลัยรามคำแหงมีหนังสือภาษาไทยและภาษาต่างประเทศกว่า 500,000 เล่ม ห้องสมุดประจำคณะต่าง ๆ ตลอดจนขอความร่วมมือในการให้นักศึกษาและอาจารย์เข้าใช้ห้องสมุดภายนอกมหาวิทยาลัย เช่น ห้องสมุด AUA ห้องสมุด UNESCO ห้องสมุด BRITISH COUNCIL ห้องสมุดกลางมหาวิทยาลัยศรีนครินทรวิโรฒ จุฬาลงกรณ์มหาวิทยาลัย สถาบันบัณฑิตพัฒนบริหารศาสตร์ ฯลฯ
งบประมาณ
งบประมาณที่ใช้ในหลักสูตรนี้ จะดำเนินงานภายใต้การพึ่งตนเองด้านการเงินให้มากที่สุดการจัดสรรงบประมาณรายได้ของมหาวิทยาลัยรามคำแหง และงบประมาณจากรัฐบาล

โครงสร้างของหลักสูตร แบ่งออกเป็น 2 แบบ ทั้ง 2 แบบเน้นการวิจัย เพื่อการพัฒนานักวิชาการและนักวิชาชีพระดับสูง
แบบ 1 เป็นแผนการศึกษาที่เน้นการวิจัย
โดยมีการทำดุษฎีนิพนธ์ที่ก่อให้เกิดความรู้ใหม่ มหาวิทยาลัยอาจกำหนดให้เรียนรายวิชาเพิ่มเติม หรือทำกิจกรรมทางวิชาการอื่นเพิ่มขึ้นเป็นรายบุคคลโดยไม่นับหน่วยกิต แต่ต้องมีผลสัมฤทธิ์ตามที่มหาวิทยาลัยกำหนด ดังนี้
(1) ผู้เข้าศึกษาที่สำเร็จปริญญาตรี ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 72 หน่วยกิต
(2) ผู้เข้าศึกษาที่สำเร็จปริญญาโท ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 48 หน่วยกิต ทั้งดุษฎีนิพนธ์ตาม (1) และ (2) ต้องมีคุณภาพและมาตรฐานเดียวกัน
แบบ 2 เป็นแผนการศึกษาที่เน้นการวิจัยและศึกษารายวิชาเพิ่มเติม
โดยมีการทำดุษฎีนิพนธ์ที่มีคุณภาพสูงและก่อให้เกิดคามก้าวหน้าทางวิชาการและวิชาชีพดังนี้
แบบที่ 1.1 ผู้เข้าศึกษาที่สำเร็จปริญญาโท ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 36 หน่วยกิต และศึกษารายวิชาอีกไม่น้อยกว่า 12 หน่วยกิต
สำหรับผู้ที่สำเร็จปริญญาโท ทำดุษฎีนิพนธ์ 48 หน่วยกิต

คุณสมบัติของผู้สมัคร
1.ผู้สำเร็จการศึกษาระดับปริญญาโท ในสาขาวิชาที่เกี่ยวข้องจากสถาบันอุดมศึกษาที่ทบวงมหาวิทยาลัยรับรองและมหาวิทยาลัยรามคำแหงให้ความเชื่อถือภายใต้เงื่อนไขอย่างใดอย่างหนึ่ง ดังต่อไปนี้
(1) ปริญญาตรีตรงสาขาและปริญญาโทตรงสาขา เคยทำวิทยานิพนธ์ปริญญาโทมาก่อน
(2) ปริญญาตรีตรงสาขาและปริญญาโทตรงสาขา ไม่เคยทำวิทยานิพนธ์ปริญญาโทมาก่อน
(3) ปริญญาตรีไม่ตรงสาขาแต่ปริญญาโทตรงสาขาและเคยทำวิทยานิพนธ์
(4) สาขาวิชาที่มีความหลากหลาย เช่น สังคมวิทยาพิจารณาจากพื้นฐานการศึกษาและหัวข้อดุษฎีนิพนธ์ที่ผู้สมัครสนใจเข้าศึกษา
(5) คุณสมบัติพิเศษอื่นที่คณะกรรมการบริหารให้ความเห็นชอบ ตามหลักเกณฑ์ที่คณะกรรมการกำหนด
หมายเหตุ: สำหรับสาขาวิชานิติศาสตร์จะรับตามเงื่อนไข (1) และ (2)
หลักเกณฑ์การคัดเลือกเข้าศึกษา
การคัดเลือกนักศึกษาใช้การประเมิน
(1) ศักยภาพจากใบสมัคร
(2) ข้อเสนอดุษฎีนิพนธ์เบื้องต้น
(3) การสัมภาษณ์ และ
(4) จดหมายแนะนำโดยเฉพาะอย่างยิ่งจากอาจารย์ที่ปรึกษาวิทยานิพนธ์หรือสาระนิพนธ์ระดับปริญญาโทหรืออาจารย์ที่ปรึกษา
ระบบการจัดการและการคิดหน่วยกิต
สำหรับระบบการจัดการหลักสูตร ใช้ระบบทวิภาค โดยหนึ่งปีการศึกษา แบ่งออกเป็น 2 ภาคการศึกษาปกติ หนึ่งภาคการศึกษาปกติ มีระยะเวลาการศึกษา ไม่น้อยกว่า 15 สัปดาห์ การคิดค่าหน่วยกิต คิดตามลักษณะของการเรียนการสอน ดังต่อไปนี้
(1) รายวิชาภาคทฤษฎีที่ใช้เวลาบรรยาย หรืออภิปรายปัญหา ไม่น้อยกว่า 15 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(2) รายวิชาภาคปฏิบัติ ที่ใช้เวลาฝึก หรือทดลองไม่น้อยกว่า 30 ชั่วโมง ต่อภาคการศึกษาปกติให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(3) การฝึกงาน หรือการฝึกภาคสนาม ที่ใช้เวลาฝึกไม่น้อยกว่า 45 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(4) การค้นคว้าอิสระ ที่ใช้เวลาศึกษาค้นคว้า ไม่น้อยกว่า 45 ชั่วโมง ต่อภาคการศึกษาปกติให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
(5) ดุษฎีนิพนธ์ ที่ใช้เวลาศึกษาค้นคว้า ไม่น้อย 45 ชั่วโมง ต่อภาคการศึกษาปกติ ให้มีค่าเท่ากับ 1 หน่วยกิต ระบบทวิภาค
ระยะเวลาการศึกษา
ส่วนผู้ที่สำเร็จปริญญาโท แล้วเข้าศึกษาต่อ ในระดับปริญญาเอก ให้ใช้เวลา 2-5 ปีการศึกษา อย่างมากไม่เกิน 5 ปีการศึกษา
การลงทะเบียนเรียน
ให้ลงทะเบียนได้ไม่เกิน 15 หน่วยกิต ในแต่ละภาคการศึกษา หากมีเหตุผล และความจำเป็นพิเศษ คณะกรรมการอำนวยการหลักสูตร อาจพิจารณาให้มีการลงทะเบียนเรียนที่มีจำนวนหน่วยกิตแตกต่างไปจากเกณฑ์ข้างต้น แต่ทั้งนี้ ต้องไม่กระทบต่อคุณภารและมาตรฐานการศึกษา

หลักสูตรปรัชญาดุษฎีบัณฑิตทางสังคมศาสตร์ ได้พัฒนาขึ้นมาเนื่องจากความต้องการทางด้านการศึกษาในระดับสูงมีมากขึ้นตามความเจริญเติบโตและความก้าวหน้าทางด้านเศรษฐกิจและสังคมของประเทศ การขยายตัวของการศึกษาระดับปริญญาตรีและปริญญาโท ไม่สอดคล้องกับอุปทานของผู้สอนในระดับปริญญาตรีและปริญญาโท นอกจากนั้น ในการพัฒนาเศรษฐกิจและสังคมของประเทศจำเป็นจะต้องมี “การพัฒนานักวิชาการและนักวิชาชีพที่มีความรู้ความสามารถระดับสูงในสาขาวิชาต่าง ๆ เพื่อให้สามารถบุกเบิกแสดงหาความรู้ใหม่ได้อย่างมีอิสระ รวมทั้งมีความสามารถในการสร้างสรรค์จรรโลงความก้าวหน้าทางวิชาการได้อย่างจริงจัง” (ประกาศทบวงมหาวิทยาลัย เรื่องเกณฑ์มาตรฐาน หลักสูตรระดับบัณฑิตศึกษา ลงวันที่ 7 กรกฎาคม พ.ศ. 2542) มหาวิทยาลัยรามคำแหงซื่งเป็นสถาบันอุดมศึกษาของรัฐจึงได้ดำเนินการที่จะตอบสนองความต้องการของประเทศอย่างมีประสิทธิภาพบนหลักของการประกันคุณภาพทางวิชาการ โดยเป็นการศึกษาค้นคว้า ด้วยวิธีวิจัย รวมทั้งการให้ความสำคัญกับการใช้เทคโนโลยีที่ทันสมัยในการศึกษาค้นคว้า และระบบการบริหารการจัดการที่มีประสิทธิภาพ
ปรัชญา
การศึกษาที่มุ่งเน้นการพัฒนาองค์ความรู้ใหม่ ทางด้านสังคมศาสตร์ เพื่อพัฒนาและเสริมสร้างความทัสมัยทางวิชาการให้แก่วงการวิชาการให้แก่กำลังคนระดับสูง เพื่อตอบสนองต่อการเปลี่ยนแปลงทางเศรษฐกิจ สังคมและการเมืองประเทศ ทั้งในปัจจุบันและอนาคต
วัตถุประสงค์ของหลักสูตร
(1) เพื่อผลิตดุษฎีบัณฑิตที่รอบรู้ในวิทยาการสาขาที่ตนศึกษาอยู่ สามารถทำการศึกษาค้นคว้า วิจัย แสวงหาแนวทางและแนวคิดใหม่ได้อย่างมีอิสระ ตลอดจนสามารถสร้างสรรค์จรรดลงความก้าวหน้าทางวิชาการได้อย่างต่อเนื่อง
(2) เพื่อผลิตผลการศึกษาและวิจัยที่มีคุณค่าทางวิชาการ และมีประโยชน์อย่างแท้จริงต่อการนำไปใช้ในการพัฒนาเศรษฐกิจ สังคม และการเมืองของประเทศที่เกี่ยวข้องโดยตรงตามสาขาวิชาการของการศึกษา

1) คณะกรรมการสอบดุษฎีนิพนธ์ต้องประกอบด้วย ผู้ทรงคุณวุฒิจากภายในและภายนอกมหาวิทยาลัยโดยผู้ทรงคุณวุฒิจากภายนอกต้องมากกว่าผู้ทรงคุณวุฒิจากภายในอย่างน้อย 1 คน และมาจากองค์กร/หน่วยงานที่เกี่ยวข้องกับสาระของดุษฎีนิพนธ์นั้น ๆ
2) การประเมินคุณค่าดุษฎีนิพนธ์ทำโดยระบบคณะกรรมการร่วมระหว่าง
(2.1) คณะกรรมการสอบดุษฎีนิพนธ์
(2.2) ผู้แทนคณะกรรมการที่ปรึกษาดุษฎีนิพนธ์และ
(2.3) คณะกรรมการบริหารหลักสูตรปรัชญาดุษฎีบัณฑิต ซึ่งต้องมีมติเป็นเอกฉันท์ในผลของ การประเมินคุณค่าของดุษฎีนิพนธ์ ซึ่งแบ่งออกเป็น 3 ระดับ ดังต่อไปนี้

คุณสมบัติและหลักเกณฑ์ของดุษฎีนิพนธ์ดีเด่น และดี ให้เป็นไปตามมาตรฐานที่คณะกรรมการบริหารหลักสูตรกำหนดไว้
การวัดผลและประเมินผลของการเรียนรายวิชา
ใช้อักษรระดับคะแนน (Letter Grade) ดังนี้

เกณฑ์การสำเร็จการศึกษา
นักศึกษาจะต้องปฏิบัติดังนี้
หลักสูตรแบบ 1
(1) สอบผ่านภาษาอังกฤษ หรือสถิติ หรือคอมพิวเตอร์ ตามหลักเกณฑ์ และเงื่อนไขที่มหาวิทยาลัยกำหนด
(2) ผ่านการสอบประเมินคุณสมบัติ (Qualifying Examination) เพื่อเป็นผู้มีสิทธิขอทำดุษฎีนิพนธ์
(3) เสนอดุษฎีนิพนธ์
(4) สอบผ่านการสอบปากเปล่าป้องกันดุษฎีนิพนธ์ โดยคณะกรรมการ ซึ่งจะต้องประกอบด้วยผู้ทรงคุณวุฒิจากภายใน และ ภายนอกมหาวิทยาลัย
(5) ผลงานดุษฎีนิพนธ์ ต้องผ่านการเสนิต่อที่ประชุมสัมมนาทางวิชาการ และได้รับการตีพิมพ์ หรืออย่างน้อยดำเนิการให้ผลงานหรือส่วนหนึ่งของผลงานได้รับการยอมรับให้ตีพิมพ์ในวารสารหรือสิ่งพิมพ์ทางวิชาการ ซึ่งเป็นที่ยอมรับในสาขาวิชานั้น จึงจะถือว่าสำเร็จการศึกษา
หลักสูตรแบบ 2
(1) ศึกษารายวิชาครบถ้วนตามที่กำหนดในหลักสูตร โดยต้องได้แต้มระดับคะแนนเฉลี่ยไม่ต่ำกว่า 3.00 จากระบบ 4 แต้มระบบคะแนนหรือเทียบเท่า
(2) สอบผ่านภาษาอังกฤษ หรือสถิติ หรือคอมพิวเตอร์ ตามหลักเกณฑ์และเงื่อนไขที่มหาวิทยาลัยกำหนด
(3) ผ่านการสอบประเมินคุณสมบัติ (Qualifying Examination) เพื่อเป็นผู้มีสิทธิขอทำดุษฎีนิพนธ์
(4) เสนอดุษฎีนิพนธ์

(6) ผลงานดุษฎีนิพนธ์ต้องผ่านการเสนอต่อที่ประชุมสัมมนาทางวิชาการ และได้รับการตีพิมพ์หรืออย่างน้อยดำเนินการให้ผลงานหรือส่วนของผลงานได้รับการยอมรับให้ตีพิมพ์ในวารสารหรือสิ่งพิมพ์ทางวิชาการ ซึ่งเป็นที่ยอมรับในสาขาวิชานั้นก่อน จึงจะถือว่าสำเร็จการศึกษา
เนื้อหาของหลักสูตร : จำนวนและคุณสมบัติของอาจารย์
รายละเอียด : การเปิดหลักสูตรระดับปรัชญาดุษฎีบัณฑิต มีอาจารย์ประจำทั้งในด้านจำนวนและคุณสมบัติตามเกณฑ์มาตรฐานหลักสูตรระดับบัณฑิตศึกษา พ.ศ. 2542 ที่ทบวงมหาวิทยาลัยได้ประกาศใช้กล่าวคือ
(1) อาจารย์ผู้สอน ต้องเป็นผู้ได้รับปริญญาเอกในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน มีประสบการณ์ด้านการสอนและมีผลงานวิจัย (ผลงานทางวิชาการที่แสดงการศึกษาค้นคว้าในสาขาวิชานั้น) ที่เพิ่มเติมจากงานวิจัยที่เป็นส่วนหนึ่งของการศึกษาเพื่อปริญญา หรือเป็นผู้ดำรงตำแหน่งทางวิชาการไม่ต่ำกว่ารองศาสตราจารย์ หรือเป็นผู้เชี่ยวชาญเฉพาะเรื่องในกรณีที่ไม่สังกัดสถาบันอุดมศึกษา
(2) อาจารย์ผู้สอบดุษฎีนิพนธ์ ต้องประกอบด้วยอาจารย์ประจำและผู้ทรงคุณวุฒิภายนอกอาจารย์ประจำต้องเป็นผู้ได้รับปริญญาเอกหรือเป็นผู้ดำรงตำแหน่งทางวิชาการ ไม่ต่ำกว่ารองศาสตราจารย์ในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน ผู้ทรงคุณวุฒิภายนอกสถาบันต้องเป็นผู้ได้รับปริญญาเอกหรือเป็นผู้ดำรงตำแหน่งทางวิชาการไม่ต่ำกว่ารองศาสตราจารย์ในสาขาวิชานั้นหรือสาขาวิชาที่สัมพันธ์กัน หรือเป็นผู้เชี่ยวชาญเฉพาะเรื่องในกรณีที่ไม่สังกัดสถาบันอุดมศึกษา ทั้งนี้ อาจารย์ผู้สอบดุษฎีนิพนธ์ต้องมีความรู้ในเนื้อหาและวิธีการสอบดุษฎีนิพนธ์
ภาระงานที่ปรึกษาดุษฎีนิพนธ์และการค้นคว้าอิสระ
(1) อาจารย์ประจำหนึ่งคนให้เป็นอาจารย์ที่ปรึกษาดุษฎีนิพนธ์ของนักศึกษาปริญญาเอกได้ไม่เกิน 5 คน หรือเป็นอาจารย์ที่ปรึกษาการค้นคว้าอิสระของนกศึกษาปริญญาโท ได้ไม่เกิน 15 คน หากเป็นอาจารย์ที่ปรึกษาทั้งดุษฎีนิพนธ์และการค้นคว้าอิสระให้คิดสัดส่วนจำนวนนักศึกษาที่ทำดุษฎีนิพนธ์ปริญญาเอก 1 คน เทียบได้กับจำนวนนักศึกษาที่ค้นคว้าอิสระ 3 คน ทั้งนี้ ให้นับรวมนักศึกษาที่ยังไม่สำเร็จการศึกษาทั้งหมดในเวลาเดียวกัน
(2) อาจารย์ผู้รับผิดชอบหลักสูตรต้องทำหน้าที่อาจารย์ที่ปรึกษาดุษฎีนิพนธ์ และ/หรืออาจารย์ผู้สอบดุษฎีนิพนธ์ และ/หรืออาจารย์ผู้สอนในหลักสูตรนั้นด้วย

ห้องบรรยายตามสาขาวิชาในอาคารเรียนที่มหาวิทยาลัยรามคำแหง จัดหาให้
ห้องสมุด
ห้องสมุดเพื่อการศึกษาค้นคว้าและวิจัย สำนักหอสมุดกลางของมหาวิทยาลัยรามคำแหงมีหนังสือภาษาไทยและภาษาต่างประเทศกว่า 500,000 เล่ม ห้องสมุดประจำคณะต่าง ๆ ตลอดจนขอความร่วมมือในการให้นักศึกษาและอาจารย์เข้าใช้ห้องสมุดภายนอกมหาวิทยาลัย เช่น ห้องสมุด AUA ห้องสมุด UNESCO ห้องสมุด BRITISH COUNCIL ห้องสมุดกลางมหาวิทยาลัยศรีนครินทรวิโรฒ จุฬาลงกรณ์มหาวิทยาลัย สถาบันบัณฑิตพัฒนบริหารศาสตร์ ฯลฯ

งบประมาณที่ใช้ในหลักสูตรนี้ จะดำเนินงานภายใต้การพึ่งตนเองด้านการเงินให้มากที่สุดการจัดสรรงบประมาณรายได้ของมหาวิทยาลัยรามคำแหง และงบประมาณจากรัฐบาล

โครงสร้างของหลักสูตร แบ่งออกเป็น 2 แบบ ทั้ง 2 แบบเน้นการวิจัย เพื่อการพัฒนานักวิชาการและนักวิชาชีพระดับสูง
แบบ 1 เป็นแผนการศึกษาที่เน้นการวิจัย
โดยมีการทำดุษฎีนิพนธ์ที่ก่อให้เกิดความรู้ใหม่ มหาวิทยาลัยอาจกำหนดให้เรียนรายวิชาเพิ่มเติม หรือทำกิจกรรมทางวิชาการอื่นเพิ่มขึ้นเป็นรายบุคคลโดยไม่นับหน่วยกิต แต่ต้องมีผลสัมฤทธิ์ตามที่มหาวิทยาลัยกำหนด ดังนี้
(1) ผู้เข้าศึกษาที่สำเร็จปริญญาตรี ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 72 หน่วยกิต
(2) ผู้เข้าศึกษาที่สำเร็จปริญญาโท ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 48 หน่วยกิต ทั้งดุษฎีนิพนธ์ตาม (1) และ (2) ต้องมีคุณภาพและมาตรฐานเดียวกัน
แบบ 2 เป็นแผนการศึกษาที่เน้นการวิจัยและศึกษารายวิชาเพิ่มเติม
โดยมีการทำดุษฎีนิพนธ์ที่มีคุณภาพสูงและก่อให้เกิดคามก้าวหน้าทางวิชาการและวิชาชีพดังนี้
แบบที่ 1.1 ผู้เข้าศึกษาที่สำเร็จปริญญาโท ต้องทำดุษฎีนิพนธ์ไม่น้อยกว่า 36 หน่วยกิต และศึกษารายวิชาอีกไม่น้อยกว่า 12 หน่วยกิต
สำหรับผู้ที่สำเร็จปริญญาโท ทำดุษฎีนิพนธ์ 48 หน่วยกิต
